At tthe usual place ( Hunt Valley mall in front of Best Buy), between 1 and 2.  I couldn't find it among the Ring-bills until someone drove up and scattered a bit of food, when it magically appeared.  Then it left, and I couldn't see it until a second benefactor appeared.  I kept watching then, and when the food was gone ()very quickly!), it took off--but this time I was watching.  For the next half hour it soared widely over the lot, but never out of sight.  I suspect that if it's around, a bribe of bread or popcorn might yield a good look, even if it doesn't seem to be visible at first.
