This morning, I and a few other birders were approached by someone in
charge who asked us if we had permission to be there. He kindly asked us to
leave, citing liability issues. He said workers would be absent this week,
aside from testing, and he didn't want anyone there while they weren't. I
think this is assuming you have permission in the first place. It was
unclear if birders were welcome when workers return next week, but if
anyone has knowledge on who runs the sewage plant and could facilitate on
behalf of birders, that would be appreciated by us all.
