That would be National Academy of Sciences, not National Science Foundation (Constitution at 21st). And while you may get some queries from Congressional security for your use of binoculars, the large trees around Capitol Hill itself (esp on the east side) hold migrating warblers and grosbeaks quite well.

Also, the extreme northern reaches of the Washington Channel can be good for waterfowl and day-roosting Night Herons. I found that Lower Senate park was a nice migrant trap, as are the grounds of the Nat. Science Foundation (?) with the Einstein Statue. Probably your best bet is to check out historical data by month in eBird for the immediate mall area.

This will give you quick access to Hains Point, Roosevelt Island, Rock Creek, and both the Anacostia/Potomac rivers. Don't be concerned about riding down town - there are tons of bike lanes/trails and you get anywhere within 5-15 minutes.

So I live in the Twinbrook part of Rockville and work downtown in the Penn quarter area. These days it is dark both in the mornings when I leave and when I get home. I take metro so I am overground most of the time and I also have an interior office with no windows. So lunch time (1 hour) is my best time to find birds down on the Mall. Does anyone have suggestions about where to look and what I might find down there? Or there other places within a relatively short distance that might be good?
