Help with i.d. of bird at Triadelphia Reservoir-Brighton Dam

Hi,
� Today I was at Triadelphia Reservoir-Brighton Dam at 11:00 am with two other people. On the Howard County side of the water we saw three Bald Eagles.� One of the Eagles flew over and sat in a tree near another bird.� This bird was large , bulky and had brown spots on its white breast.� It appeared to be a hawk.� Would an eagle and a hawk sit near each other in a tree?
Could it be an immature Red-tailed Hawk?�

Could it be an immature Bald Eagle?� However, it did not appear to be gray or black and white but brown and white.� It was huge and beautiful when it spread its wings and soared!
