Help with i.d. of bird at Triadelphia Reservoir-Brighton Dam

Hi,
  Today I was at Triadelphia Reservoir-Brighton Dam at 11:00 am with two other people. On the Howard County side of the water we saw three Bald Eagles.  One of the Eagles flew over and sat in a tree near another bird.  This bird was large , bulky and had brown spots on its white breast.  It appeared to be a hawk.  Would an eagle and a hawk sit near each other in a tree?
Could it be an immature Red-tailed Hawk? 

Could it be an immature Bald Eagle?  However, it did not appear to be gray or black and white but brown and white.  It was huge and beautiful when it spread its wings and soared!
