We've used two different models of birdbath heaters for many years.  They go 
in when we start to get below freezing temperatures in the fall and stay in 
until it gets warm enough in the spring.  So they are there on warm days 
too.  We have never had a problem affecting any bird.  it is important to 
clean your birdbaths throughout the winter since alga will keep growing due 
to the warmer water.  I find an old toothbrush is handy to clean the tight 
spots in the heater itself.

     In the past I have enjoyed watching birds at my heated  birdbath. 
However, in the book, The Bird Watching Answer Book,by Laura Erickson she 
suggests not using one if the temperature goes below 20 degrees F.
She also suggests that if you do use one to cover it with a grille of wooden 
dowels so that the birds can only drink not bathe.

     Does anyone have any  ideas about this?  Thank you
