I left work in mid-afternoon because of the great weather and decided on a
walk in Robert E. Lee Park/Lake Roland.   On Hollins Ave. about a block from
the park I saw a long and narrow-winged buteo being chased by crows.  The
heavy, dark band near the base of the tail clinched the ID.  This area is a
little bit marshy but not great habitat for a Rough-legged; maybe he was
confused by the warm temps.
