This is similar to what Cooper's Hawks sometimes do in my back yard.  I have 
seen one catch a House Sparrow this way, hunting on the ground among some 
tall, ornamental grass clumps.

Morning all,

We've got an adult (male) Cooper's Hawk that comes by fairly regularly to 
check out the activity at the feeders. His hunting technique is really cool 
to watch. He was just here again and he hunts by running on the ground and 
under the bushes, trying to scare up a meal. I've seen him twice so far 
doing this. It's really neat to see; reminds me of the velociraptors in the 
Jurassic Park movie. He was on our side path right outside the kitchen 
window, as I filled a humidifier at the sink (about 12-15 feet away), and 
ran under a big holly shrub, then out again onto the path.

He left without finding anything, but was being pursued by crows.
