Interesting. I generally use Bing now because the default Google Maps 
doesn't display all the info and I want instant gratification and ease 
of use, not 3 steps to get there. I don't know what Google has done but 
I believe that Bing has it displayed correctly. This is supported using 
the DeLorme Atlas for MD as well since it shows the boundary well east 
of MD 546 and it shows that Sampson Rock Rd. in Northeast Garrett is 
entirely in the county and not cut in half as Google seems to show.

To further research this I did some searching on-line and came up with 
the following information:

In 2008 the Allegheny Circuit Court ruled that the previously defined 
boundary that had been in use was declared to be unconstitutional. The 
previous boundary was derived from information described via surveys and 
information in a paper prepared for the state known as the Bauer Report 
of November 9, 1898. Although I couldn't find the exact information 
described there, I didn't pursue it further since it is not being used 
as the boundaries of the two counties today. In the Maryland County and 
State Boundary Review by Richard H. Richardson, Assistant State 
Archivist and Deputy County Commissioner of Land Patents, Maryland State 
Archiver dated February 1, 2011 the boundary is defined as this:

The Boundary is defined in the south at the point where the mouth of the 
Savage River empties into the Potomac River and follows a line 26 
degrees Northeast for 18.5 miles to the ridge line of Savage Mountain 
where it meets the Mason Dixon Line between stones 180 and 181.

I have used this information to draw the below map to display this 
information. I have intentionally moved the line slightly to the west at 
the Mason Dixon Line to show how this actually follows the exact line 
displayed on Bing Maps delineating the county boundary:

Using this information you can clearly see that all of Finzel Swamp is 
indeed inside the confines of Garrett County. I would appreciate it 
greatly if someone finds any information that shows this information to 
be incorrect. I have tried to call someone in the Garrett County Offices 
to discuss this but I have not yet received a call back.
