The feeder spread at Patuxent Wildlife Research Refuge South used to be pretty good at pulling in rarities; of late, however, they don't keep them stocked and I haven't gotten any good answer
as to why except that it was the responsibility of a volunteer who used to come in but doesn't any more, and then a surprised "Oh, I guess it's that time of year again to start putting seed out." This is at the nation's flagship wildlife visitor center ... where by the way last week I called management attention to the fact that their big photo gallery wall had two large prints of wigeon misidentified as American black ducks. The photographer who mounted the show apologized and said he just took the pictures and his brother-in-law did the ID; visitor center staff expressed no interest or intention to curate the shows for better accuracy going forward. It's been up for weeks.

There must be similar places all over the county.
