Thanks to the young VA birders who found the bird when we got there. There is a fueling pier in front of Red Eye's Dock Bar. We walked to the end of the pier, and the TUDU was with several goldeneye, bufflehead, and scaup in the open water in front of the pier. I didn't see any "private property" signs on the pier, so I think it's safe to walk on it.
