My understanding is that MOS has a federal salvage permit (this was announced at a bird club meeting but I can't recall who made the announcement.) The gist was that members could pick up and transport specimens for educational and scientific use. I had a permit when I was a volunteer for the Smithsonian Naturalist Ctr. We used to have skin preparation classes in the evening run by Roxie Laybourne. Specimens with good data would end up in the main collection, those of uncertain provenance would go into the Naturalist Ctr. collection.
