Fran, I'm afraid that much of Calvert County waterfront is owned privately which can be very frustrating. However there are a few nice places to get to the bay or river (Patuxent). There is bay access at North Beach /Chesapeake Beach, Flag Ponds Nature Park, Calvert Cliffs State Park (although it is quite a walk to a very small beach--nicer in spring actually), and Solomons Island. The nuclear power plant between Flag Ponds and Calvert Cliffs) has a nice overlook onto the bay and the warm water discharged often results in one of the larger concentrations of waterfowl in the winter but you definitely need to have a spotting scope with you to see them well. On the river side you can go to Jug Bay Wetlands Park (which is in Anne Arundel Co.), Kings Landing Park and Jefferson-Patterson Park. Lower Marlboro is also a nice area--besides river access, there is a turf farm on which one can find Eastern Meadowlarks (especially good in winter).
