Rick,
I was at Havre de Grace  briefly on Saturday around 12:30 and saw this
bird, but I only got a short look as some gulls chased it behind the
island out of view.  The impression I had was a gull sized bird that
was black with a white "halo" around it.  Really weird looking.  I had
no idea what it was and didn't have time to persue it, so I am glad
you could identify it.
