My inclination for Sunday would be the town park in North East.  It's pretty typical that if you sit on Rt 272 in North East you can watch a steady stream of gulls going back and forth from the landfill to the river at the park.  The park is at the end of Walnut St., a right hand turn off Main St (Rt 272) just past the post office in North East.

The landfill is east of town on Maryland Route 7. I'd say about 3 miles.  Nice big sign, easy to find.  No Sunday access unless you trespass by parking on the interior roads of Elk Neck State Forest and walk over.  On Monday they'll open around 7 AM.  Just tell the guy at the gate you're there to see the rare seagull (don't get technical he'll get testy) and he'll probably help you find a good spot to watch from.
