Geoff -- You need to have a permission letter from the CBBT authority. This is freely given but must be requested. Call them at 804-331-2960 and ask for a letter "to watch birds and other wildlife" from the tunnel islands. If there is not enough time to mail it to you, the CBBT folks can arrange for you to pick it up at one of the two CBBT Police Stations (at N or S end). You should check in at one of these even with a letter in hand, as the police note your car type and color, which saves them time (don't have to come over and check you out when they see you parked on what is usually a closed area). The letter is good for one year. There are some rules which they will explain to you -- most important is not to climb on or over the railing! The CBBT folks are proud of this program (they have expressed this sentiment to me on several occasions) and everyone wants to avoid aggravating them. Some of the islands may be closed at irregular intervals for construction of the second span -- the police will tell you which.
