I've seen that interaction at Mason Neck State Park.  It seems to be
a problem with feeders that have "flowers" with shallow holes.  Only
hummers can reach the sugar water in deep holes.

P.S. Many wasps like sugar.  Are yours Yellow Jackets or Giant Hornets?
