Recovered bands should be forwarded, along with supporting information on how the band was recovered ("Found on dead bird in suburban backyard, eg.") and info on the date, time, and any other relevant information (such as bird species...grin) as to the recovery of the band, to: Bird Banding Laboratory Laurel, MD 20708 I believe in the fullness of time your friend will hear back from the banding lab with what info they have on when and where the bird was originally banded.
