First, a large number of duck stamps are purchased by people who don't hunt. This includes collectors, birders, and conservationists. Second, I don't know about anyone else, but I ALWAYS pay the entrance fee at the NWRs I visit, and I ALWAYS drop money into the collection basket at the visitors center, and unless someone stops me, I almost always manage to part with a few dollars at the gift shop. So I actually do feel that I have as much right to the NWRs as do hunters, even though I don't buy duck stamps. There is no need for this us -vs- them point of view that at least two people have insisted on interjecting into the discussion.
