I'm trying to find out when the committee reports are due out.  Whether
favorable or not, the full House of Delegates and Senate must vote by
4/22, when they adjourn.  The last couple of weeks are absolutely
ridiculous -everyone running around, making deals, and voting on so many
bills so quickly that I wouldn't be surprised to learn that some votes
are cast in error.

So I'd say we should turn in the petitions no later than the end of the
first week in April.

But since this is likely to come up again, we should also consider
gearing up for next year by getting the petition drive going now.  If
the committee reports are unfavorable, we can just hang on to them for
next year.
