Yes, written testimony can be submitted. You have to submit it at least one hour before the hearing. You have to submit as many copies as there are members of the committee. Try to keep it short (under two pages). Use of bulleted statements is very good. You can just drop it off to the committee office (I assume you can also mail it in, but I'm not sure).
