Dave Czaplak just phoned to say that he saw a Mississippi Kite circling
around near Carderock.  He said the bird was mostly on the Virginia side of
the river and even over Virginia itself (the state border on the non-tidal
Potomac runs right on the Virginia shore).  He thought that it might be
heading downstream.  

He saw the bird around 11:30 am.
