This morning at 0710 EDT the American White Pelican was feeding off
the shore of Fox Ferry Point (just south of the I-285 bridge over the
mouth of Oxon Creek). Visible from Alexandria waterfront south of
King Street. (The lighting was better from there than from Jones
     Point.)

So if you are looking for the bird and can't find it on the hydrilla
mat north of the Wilson Bridge (in the afternoon at least, the best
viewing is from the end of Jones Point Road, on the water just N of
the bridge), it is worth checking from the various Alexandria parks at
     least up to Founder's Park.

To reassure Phil, both the secondary pattern and the soft part
coloration are sufficient to rule out other white pelican species.

Cheers, good birding, and more cold fronts ...
