Charlie,

You may wish to perform an experiment and go to Jones Point. At Jones Point
there are 2 markers well inland from the high water line that are used to
define the MD-VA border. Plus, there is a stone near the lighthouse, also in
from the high tide line, defining the bottom of the original DC diamond. If
the marks on the 2 markers are to believed, the state boundary line is on dry
land and hence a portion of Maryland exists at Jones Point. I have also seen
maps which reflect this point of view, such as the VA ADC map and I think
George Jett had a different map brand also showing this.
