RFI:Waxwing behavior

We've had a pair of Cedar Waxwings in our yard for about three weeks now.
They are present atop the same tree every morning, usually just one bird but
sometimes both, and they can be seen in the same tree or trees nearby during
the day. I have not witnessed any nesting behavior and cannot locate a nest.
We have waxwings every year but usually in larger groups and for only a
couple of days. Two years ago we did have a waxwing pair nest in our yard,
but it was not successful, and that was in August not September. Opinions on
our current pair? Could they still be breeders?
