RFI feeding birds

I live in an apartment building that has a no-bird-feeders rule.  The building is next to Rock Creek Park, so there are birds around.  I've been putting up suet feeders for several years, picking a tree that's not on this building's property; I've also noticed feeders & houses being placed in the small cemetery next door (Mt Zion Cemetery, which seems to also be maintained by the Park Service).  

1) No one seems to mind or disturb the feeders, but is there any legal or ethical reason not to put them up?
2) Assuming the appropriate answer to 1), any suggestions for feeders or seed choices?  I see mostly "city birds" - Mourning Doves, Cardinals, Chickadees, White-throats & Juncos this time of year; good variety of woodpeckers; the occassional accipiter or buteo (and a Merlin for a few winters, but not the last few); and of course the aliens.
