yes, but as noted, you were walking in an area where the aircraft come in
low on approach for landing. that is a very vulnerable point in operations,
and even small arms fire has the potential to do grave damage. the real
situation is that the Air Force Base has become too small for its operations
zone, & Dover is a major airlift center. not only is that where returning
troops often come in, but when we removed the 600 kilograms of weapons
usable highly enriched uranium from Kazakhstan a decade ago, it came into
Dover. I'm frustrated too, but that's the reason. jck
