George,
   I rarely question where people report seeing birds but I must in this case. Were you really at the Oakland WWTP? The birds you reported sound more like the Trout Run WWTP which is at the end of Norris Welch Road south of Mountain Lake Park. The Oakland WWTP is in the town of Oakland. Could you clarify this please? Thanks.
