killer windows: Univ. of MD

Today was the third occasion that I have found a dead bird 
underneath the westmost walkway between buildings in the 
Animal Science complex at the University.  In the spring I 
found a Northern Waterthrush.  Last week, a Gray Catbird. 
And today a Golden-crowned Kinglet.

My guess is that the windowed walkway reflects the sky very 
well, misleading the birds.  Can anyone give me advice as to 
how to proceed:

1. Is this an issue worth bugging the administration about?

2. Is it likely that anything could be done to reduce the 
fatalities?

3. Has anyone had experience with reporting this sort of 
thing before?  (I'm not really sure who to approach.)
