Bass Pro Shops in Arundel Mills Mall south of BWI airport has a large selection of binoculars.  I don't mean the aisles of binocs in bubble wrap, but the ones behind locked glass in front fo the firearms.  I won't say the sales people are birders, but the one I talked to a few months ago was fairly knowledgable on binocs.  Prices were not the best, but the selection of high quality sglasses was the best I've seen in the Washington - Baltimore area.
