The expert is a citizen, too, so it's still "citizen science",
just better.

Analogy: A chemist writes a paper on his own original research;
if he has a boss who advises him, and his paper is reviewed by
peers before publication, is it still "original research"?

Why are citizens allowed to participate if an "expert" is going
to review it and question reported sightings?  It's not really
"citizen science" then.
