Blue Jay in distress

I have a blue jay on my deck right now who appears to be in distress. He has been in the same area of the deck all morning and is opening and closing his mouth and appears to be having trouble breathing. He tried to fly up to the bird bath, but couldn't make it. He doesn't appear injured, but may have flown in to a window or may just be sick.

Is there anything I can do to help him? I am afraid that if I go out there is will just add to his problem. But I can't just sit here and watch him!

What should I do?
