Injured (?) hawk in Beltsville

MD Osprey:

My wife just called ... for the second time this week, she took the 
MD 212 (Powder Mill Rd) exit to the west from I-95 north and saw a 
hawk on the ground in the grass in center of the cloverleaf exit. The 
bird today was in the same place as she saw it on Tuesday. Since it 
is an unusual place to find a hawk and since it has been there for at 
least two full days, she suspects it might be injured. Being down in 
the grass, it was a bit hard to identify, but she thought it was 
probably a Red-tailed.

Since it is out in the wild and it's a raptor, I don't know if 
calling a wildlife rehabilitator will do any good. Anyone have any 
ideas of anyone to call? Any raptor banders out there that might want 
to check this out?
