My guess  (and it's really only a guess) is that the hawk may have made a strike on a stony surface, got some stones in it's grasp and simply flew to the next perch before letting go...
Could've been a juvenile that was still operating on mostly instinct -- the grasp and hold instinct may be pretty strong until refined by experience.
