Broad-winged Hawk at Holland Point

I know that any Broad-winged Hawk seen after October is "really" a 
Red-shouldered, but this one circled overhead so close and for so long 
no other ID was possible. Its flight was erratic with much seemingly 
pointless flapping. Several primary feathers were missing. It eventually 
random-walked its way NORTH along the beach.
This at Holland Point (on Rt 261 just north of North Beach on the AA 
side) at ~ 3:30 pm. In the Bay were ~ 7 White-winged Scoters along with 
500 Surf's, 2000 Bufflehead, and ~10 L Scaup. No Myarchus FC was seen.
