I may have seen this bird two weeks ago over the National Zoo! I too
thought it was a broad-winged Hawk, but since I'm not an "expert"
figured I must be off - but the missing primaries was striking. I was
with a group of kids I had in a class and it was actually one of the
students that saw the hawk and noticed its strange appearance.
