The consensus appears to be E. PHOEBE. 

The clear cream/yellow breast was the feature that
immediately caught my attention even without bins from
a distance of 50+ yards away.  My field guide
(Robbins) didn't seem to emphasize the yellow breast
in the imm., but others are telling me that (bright
yellow coloration) isn't a problem for an imm. Phoebe.
 As for size, as I said, that's always a tough call
for me.  I could only specify easily less than 7 in.
to eliminate W. Kingbird, but my bird could easily
have been Phoebe sized.

No replies were received concerning the blue-banded
Junco (imm. i'm guessing) in my original ms...
