I think the first person to see and photograph the bird should get 
precedence with their photograph - regardless of whether, or not, the 
photo is good enough for an ID, and whether or not they were able to 
pin the ID to the proper bird.

Photos from the bazooka toting photographers could then be used as 
backup for definitive proof. Probably the best way to choose from all 
the bazooka pics is to past them up on a wall and have you play 
pin-the-tail on the birdie.
