Hi Gene,
I've been mulling this over.  I've read Marcia's & companies comments.
 Personally, I'd like to see more emphasis on the wildlife.

Questions:  Is the North Cell going to be managed for shorebirds,
waterfowl, etc.?   I thought I had heard you say it might be used to
re-introduce some native grasslands.  Who is going to
manage/maintain/police this area?  Is it going to be a state park?  Is
it going to be hunted?


So as far as accommodations, I think it's fine the way it is.  I would
hope areas are kept for shorebirds who rally need places of refuge
during migration.  An area of native grasslands would be great.

I'd like to see more clarity around what the state is has in mind.
