Actually, it might not be necessary to leave the suburbs to see 
Kestrels. I've found that Meadowbrook Park in Howard County (near the 
intersection of Route 29 and Route 100) is a good place to spot them. 
This park has a combination of open areas, small ponds, and edges of 
woods. And there is the possibility of hawks of several types being 
perched on the street light posts along 29 and 100.

Blue-winged Teal I can't say much about, since I've only seen one (at 
Centennial Lake last year). But I'm not out birding as often as most 
birders.
