Around 9:30 Linda Friedland spotted a White-winged Scoter on the Potomac. The bird was a short distance upstream from the rapids, about 3/4 of the way to the VA shore. It was floating quietly, preening a little; a couple of times it raised its wings, really showing off its wing patches.
