Matt,

It sounds like you were at Patapsco Pond #10, which is visible from 295, just north of the I-695 beltway.  The pond is in Anne Arundel Co., along the south edge of the Patapsco River.  Access to this pond is normally from the business area (Barkwood Ct) off of Nursery Rd.  There are at least two pairs of eagles that have nested within about a mile of this pond.
