As many MD birders can attest, about 10 years ago ('97 or '98 I think) our 
area had one of the more impressive invasion years for crossbills; mostly Red's 
with a few White-wings interspersed (definitely the year the get a non-feeder 
White-winged). As I recall, the three hotspots were the pine-forested buffer 
zone of Liberty Reservoir in Carroll, Pine Ridge Golf Club near Loch Raven in 
Baltimore County and Broad Creek BSA Camp in northern Harford County.  I'm 
sure others reacll more details.
