Sarah, I was at Conowingo Dam one week ago and saw eight eagles of various
ages there. Some were perched in the trees next to the parking lot for great
naked-eye views; others were perched on the big 
towers that carry power lines across the river.
Two adults went fishing while we were there, and my sister, who had never seen
eagles up close, was thrilled to have each one nab a fish right in front of us.

Although there were more eagles there in December, there are still enough of
them, and close up, to make Conowingo a nice trip. From there, you are also
close to Perryville, Turkey Point, and Fair Hill, all good birding spots.

By the way, when we saw the eagles last Tuesday, 
we also saw two Peregrine Falcons
perched on top of one of the towers. The falcons 
were easily visible with binoculars or
spotting scope for at least half an hour.

I'd say there were a thousand gulls or more, as well.
