 It's been my experience that any wasps which build nests, etc. on or  in 
your birdhouses (not just bluebirds) will disturb the birds. Clean them off  
early in the season and let the birds have a clean fresh start. It's hard enough  
for birds to raise and fledge young, they shouldn't have to deal with wasps if 
 we provide them with a home. I'm sure that in the wild they have to deal 
with  wasps, and do, but since you're trying to attract them to your box why not 
give  them a clean place to nest. And if you're monitoring it anyway, wouldn't 
it be  easier for you sans wasps?
