I don't have a great solution, but I believe it would be illegal to "remove" the crow, at least until the hunting season begins. Even still, you would still be required to use legal hunting weapons (ie bow or shotgun).

Strange. I like your idea of the crow trying to fight the development- they are very intelligent birds.
