Hurricane birds - review status summary

MD Osprey:

I'm very glad that storm displacement provides birders with 
opportunities to see some of the rarer pelagic species inland. 
However, on the other hand, I dread these conditions because of the 
time and effort required to wrangle documentation for "reviewable" birds.

First, a quick summary of some of the reviewable species:
         Sooty Terns - No longer reviewable in MD (as of this year)! 
However, the species is still reviewable in DC.
         Black-capped Petrel - reviewable anywhere
         Band-rumped Storm-Petrel - reviewable anywhere
         Magnificent Frigatebird - reviewable anywhere
         Sabine's Gull - reviewable anywhere
         Arctic Tern - reviewable anywhere
         Long-tailed Jaeger - reviewable anywhere

The following pelagic species are reviewable if seen inland, away 
from the coast:
         any shearwater
         Leach's Storm-Petrel
         Black-legged Kittiwake
         Bridled Tern
         Roseate Tern

Some other species are reviewable if seen inland, but away from the 
the Bay or the lower Potomac, such as:
         Parasitic Jaeger
         Pomarine Jaeger

Finally, Royal Terns are reviewable if seen west of the Coastal Plain.

So, if you do observe a reviewable species, the editor of The Season 
report in Maryland Birdlife and/or the regional report editor for 
North American Birds will probably want details first; and they do 
have publication deadlines to contend with. The MD/DC Records 
Committee does not have such time deadlines; however, my experience 
is that if observers don't prepare and submit reports. photos, etc. 
very quickly after the observation, the process drags on forever; 
causing me to keep nagging you. So, please, quicker is better! Also, 
if you do not plan to submit any details, then I would really 
appreciate it if you just tell me that up front. That way, I can 
close out these cases and I won't have to keep periodically sending 
out reminders.
