I agree with Chris as I'm also worked in emergency services as a volunteer on/off for 10 years in Delaware (1998-2000) & Maryland 2001-present.  The conditions at the concrete pier is not safe due to ice built up and we had 6 people crowded around the red-roofed shack this afternoon. Way too close to edge. 

I have been training doing the swift water rescue and ice rescue in my hometown due to heavy flowing Deer Creek runs through our area and several farm ponds frozen over.
