In the 24 years of the Sugarloaf CBC in Montgomery/Frederick Counties, the phoebe has been seen every year. The count is held around the last of December and the first of January, so they hang around in the winter.

We had a Phoebe on the  Sugarloaf CBC this year on January 4th. It was at the
Monocacy River at Rte. 28.
