Canada Goose behavior

This morning I saw a Canada Goose land on top of an 18-story apartment 
building in Bethesda near the Beltway. (And no, the building doesn't have a 
rooftop swimming pool.) During the 10 minutes I observed it from ground 
level, the goose stayed on the edge of the roof, looking around and honking 
occasionally. At least one other goose flew by during that time, but didn't 
go near the rooftop.

Isn't this behavior rather unusual? Pigeons and crows on the edge of a roof 
are to be expected, along with the occasional raptor. But a goose? Was it 
thinking of nesting up there, or what?
