I've seen Vesper Sparrows in several other states, but not in Maryland.  So, I called Jim Wilkinson and he recommend I try Harney in northwest Carroll County, specifically along Harney Road just west of where it crosses Bollinger School Road.  He added that he's also seen them in the past on Baptist Road which is south of Harney.  I drove up early this morning and arrived around 6:30 AM and had a Vesper Sparrow within minutes on a wire on Baptist Road just south of Harney.  Very cooperative.  Let me even get my scope out to confirm my ID.  He was still singing his heart out when I left.  Thanks Jim.

Later in the day, I visited Blue Mash (for what seemed like the hundredth time!) and finally got the Black-billed Cuckoo that is seen there occasionally.  He was about 100 yards up the gravel road from the parking lot on the left.
